In outline, this strategy focuses on making the European economy more sustainable. For this, climate and environmental challenges are turned into opportunities and this is strongly welcomed for the European countries.
The aim for Europe is to be completely climate neutral by 2050. To achieve this goal, various measures and adjustments are required in different sectors. In the Netherlands, the government, companies, and knowledge institutions joined forces in 2014 for a more efficient and sustainable city logistics: The Green Deal Zero Emission City Logistics. The participating parties strive for emission-free city centers by 2025.
One of the requirements of “Green Deal Zero-emission city logistics” is to make city centers as zero-emission free by 2025. In order to achieve a cleaner, cheaper and healthier form of private and public transport. For the so-called zero-emission zones, forwarding and logistics carriers with a fossil fuel vehicle will not be allowed in city centers of the participating cities. The zero emission zone only applies to trucks and delivery vans.
Many cities choose to restrict vehicle access in certain places to maintain a livable and safe city center for residents and visitors. Especially the narrow streets and squares of a city center are not suitable for the large amounts of traffic nowadays. This often leads to unsafe situations in, for example, shopping streets where many pedestrians go. But city access control is also becoming increasingly important from an environmental point of view.

Looking at the zero-emission requirements of Green Deal Zero-emission city logistics, Nedap’s MOOV offers a simple solution to automate access for zero-emission vehicles (within or outside certain time windows), while excluding unauthorized vehicles. For existing projects, this is just a minor adjustment to the existing software. For new municipalities that join the MOOV platform, this is a standard option that they can choose.
In many cities license plate cameras are used for access control. When a license plate is identified, the MOOV software reads whether this vehicle should be allowed access or not. Zero-emission vehicles are known by the RDW (Dutch governmental organization for road traffic service) and registered in their database. The data from the RDW can easily be linked to the MOOV platform, so that the software recognizes whether a vehicle is emission-free and should therefore have access. This automatic process takes place in milliseconds, after the ANPR camera has identified the vehicle from a distance up to 10 meters. This keeps the traffic flow optimal and there is no risk of congestion.
